The National Identification and Registration Authority (NIRA) is the government agency responsible for establishing and maintaining the National Identification Register (NIRA), which contains the biometric and biographic data of all Ugandan citizens and legally resident aliens.

NIRA also issues National Identification Cards and certificates for births, deaths, and adoption orders. NIRA intends to conduct a mass enrolment and renewal exercise for all expired and unregistered citizens.

Data Processors will be responsible for processing, organizing, correcting, updating, and cataloguing data, as well as performing data quality control checks, identifying errors, and ensuring that all tasks are completed according to schedule.
